<div class="MsoNormal">
<span style="font-family: Arial, Helvetica, sans-serif;">The UN Security Council sits at the centre of UN
infrastructure for international peace and security, making decisions that
affect the lives of millions. Yet, its decisions are largely made behind
closed-doors and there is often little indication of the process by which
decisions are reached. This paper will explain and illustrate a key feature of
the Security Council’s decision-making process: the norm of consensus. The UN
Security Council was explicitly designed not to require consensus – to overcome
the limitations of the League Council. Yet, so far this century, over 91% of
resolutions voted on by the Security Council have passed with the unanimous
support of all fifteen members. In this paper I will outline both behavioural
and rhetorical evidence to suggest that this trend has become a ‘norm’ of
decision-making in the Council. This can be seen both in voting patterns and in
statements given after a resolution is voted on. The shift to consensus based
decision-making affects not only the process of reaching a decision, but also
the decisions which are possible. This norm can actually lead to decisions
which are difficult to implement, as members find language they can agree to,
rather than agreeing on the essence of a decision. As such, the norm of
consensus can shape decisions in ways which limit the capacity of the Security Council
to address crisis situations. </span><o:p></o:p></div>

The Economics of Killing describes how the power of global elites, entrenched under globalisation, has created a deadly cycle of violence.</span><span style="font-family: Arial,sans-serif;"><br /></span><span style="font-family: Arial,sans-serif;"><br />Vijay Mehta shows how attempts at peaceful national development are routinely blocked by Western powers. He locates the 2008 financial crisis in US attempts to block China's model of development. He shows how Europe and the US conspire with regional dictators to prevent countries from developing advanced industries, and how this system has fed terrorism. </span><span style="font-family: Arial,sans-serif;"><br /></span><span style="font-family: Arial,sans-serif;"><br />Mehta argues that a different world is possible, based on policies of disarmament, demilitarisation and sustainable development. </span></div>

Professor Hollis advanced a very critical assessment – particularly of the UK’s role – and argued that the EU exacerbated the tensions and frustration amongst the general public which exploded in late 2010. <o:p></o:p></span></div>

For advocates, it represents a significant civilizing step in the history of international society. A moral milestone, if you will, to be placed alongside the greatest international normative developments of the 20<sup>th</sup> century. However, in a radical departure from this perspective, the paper asks us to consider what sort of world do we live in when we need the R2P in the first place? Prior to advocating or criticising the terms of the R2P, let us pause to consider the fact that we, as human beings, needed state elites to agree that they have a responsibility not to commit genocide, war crimes, crimes against humanity, and ethnic cleansing. What sort of world do we live in when we need an international deliberation on this issue in the first place? In short, does the international consensus forged represent moral progress or moral bankruptcy? This paper sets out to raise these questions and analyse them through an English School engagement with the work of critical theorists. <o:p></o:p></span></div><br />

He is currently working as a Teaching Fellow at the University of Leicester where he oversees an MA on 'The Politics of Human Rights'. The ICISS report has become a key document on humanitarian intervention and the international protection of human rights, and R2P has since achieved a remarkable ubiquity in international political discourse. NATO’s intervention in Libya in March 2011 – widely heralded as “R2P in practice” and the dawn of a new era” – reinvigorated this debate, while ongoing events in the Middle East and Africa have ensured the currency of the topic. In 2010, 24 Hours for Darfur released “<span style="color: black; mso-themecolor: text1;">Darfurian Voices</span>,” a report detailing the results of the first ever representative survey of Darfurian refugees’ opinions on peace, justice, and reconciliation. The organization spent four months in the 12 Darfurian refugee camps in eastern Chad, interviewing 1872 randomly-sampled civilians and 280 civil society and rebel leaders. The data gathered from the civilian sample is representative of the adult refugee population in Chad, and sheds light on important questions about participants’ specific beliefs about the root causes of the conflict, past peace negotiations and agreements for Darfur and southern Sudan, the nature and importance of justice in bringing about a sustainable peace, the possibility of reconciliation, land-related issues, democracy, power-sharing, and the national elections, and which actors, if any, best represent their views. The project is structured to serve as a mechanism through which these views can be accurately transmitted to policymakers, mediators, negotiating parties, and other key stakeholders. Between 2005 and 2006 he was Secretary General of the Kosovo Final Status Negotiating Team, and in 2007 he headed the Kosova Security Council Working Group, drafting the principles upon which this key security policy institution is organized and functions. He also served as a member of the project evaluation and selection committees for the Canadian Mission in Kosova, Save the Children (US) and the Government of Kosova. Arben represented Kosova in the Contact Group Political Director meeting in Athens, where assisted the Prime Minister in meetings with the UN Security Council, State Department etc. Currently he teaches at Staffordshire University Franchise Awards and AAB-Riinvest. Whilst many scholars of International Relations have tinkered with the normative landscape of liberal international order or endlessly deliberated on anarchy as an imagined or constructed entity, the ‘real’ political ontology is geopolitics.<span style="mso-spacerun: yes;"> </span>The new geopolitical discourse that has emerged from the post-9/11 landscape has thrown into question the capacity of international orders to function in terms of homogeneity. Difference is our international political condition and the security politics initiated in the aftermath of September 11 are essentially built around these differences. </span></span></div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><a name='more'></a><br />
</div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"></div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><span lang="EN-US"><span style="font-family: Cambria;">In assessing the impact of September 11 for International Relations we should avoid an inward emotivism (reflected in the catchphrase <i>where were you on September 11?</i>) and look instead at the new geopolitics of international order. This new geopolitics does not necessarily reflect a break from traditional notions of geopolitics but signals the impossibility of defining cultures and regions in terms of crude political antinomies (north/south, east/west, enlightened/barbarian, secular/religion). As IR scholars, we might wish to document the way in which the world has changed but if we do so we are theorising these changes from romantic understandings of what the world was <i>before</i> September 11.</span></span></div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><br />
</div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><span lang="EN-US"><span style="font-family: Cambria;">Werner J Cahnman in 1943 described geopolitics as a ‘total’ and ‘realistic’ political science “with its feet literally on earth as over against the customary legalistic or idealistic approach”. Geopolitics was tasked with providing the right tools for political elites to deliver security to their consumers. Gearóid Ó Tuathail notes that this understanding of geopolitics establishes itself as ‘problem-solving theory for the conceptualization and practice of statecraft’. The new geopolitics works towards a spatial understanding of international order and resists the tendency to rigidly define states as the primary entities within the international system. </span></span></div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><br />
</div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><span lang="EN-US"><span style="font-family: Cambria;">Not all terrorisms are created equally and for this reason a complex political sociology of International Relations assists in moving beyond an instinctive response to terrorist violence within IR. The fact that subsequent terrorist attacks are framed through the political psychology of September 11 suggests that when a response is needed to political violence we inevitably reach for the September 11 toolkit. Witness the response to the terrorist attacks in Bali in 2005 which were called Australia’s own 9/11. Observe Russia’s President Medvedev describing Georgian attacks as Russia’s own 9/11. </span></span></div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><br />
</div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><span lang="EN-US"><span style="font-family: Cambria;">We must resist reaching for the September 11 toolkit for a number of reasons. Methodologically, if we are to study the contours of international order and works towards political understanding then we need to engage in deeper forms of political ethnography than the ontological legacy bequeathed by September 11 thinking. Ethically, if we conceive of International Relations as a discipline then we must encourage deeper forms of analysis than that established by the proliferation of security strategy in the aftermath of September 11. If we mirror the policies we study and turn them into the primary objects of our investigation then we lose critical distance from our subject. Sociologically, if we flatten the analysis of September 11 into simple binary categories then we lose the fact that violence in IR (whether state sanctioned or not) is a classic example of <i>power in movement.</i> Historically, if we continue to understand history and time in IR as linear and defined in terms of strict periods then we have not got the capacity to move beyond the historical predicament of violence within IR.</span></span></div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><br />
</div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><span lang="EN-US"><span style="font-family: Cambria;">A critical geopolitics of September 11 disavows the framing of terrorist violence as the struggle of civilized <i>versus</i> uncivilized persons. Those that yearn for this type of geopolitical framing are like H G Wells’ children playing a game of toy soldiers. We might observe patterns of terrorist violence but we should exercise great care in linking this violence to ways of being within the international order.<span style="mso-spacerun: yes;"> </span>The new geopolitics acknowledges that the world <i>is</i> a pluriverse and that our analysis of continuums of violence must always have this pluriverse at the core. </div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><i style="mso-bidi-font-style: normal;">9/11 sparked a fear of immigrants as a security threat </i></div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;">In Europe, fear of foreigners is nothing new.<span style="mso-spacerun: yes;"> </span>Back in the 1980s, Europe’s media portrayed immigrants as an economic threat, taking jobs from locals and overloading welfare state provision of social housing, health and education services.<span style="mso-spacerun: yes;"> </span>Public sympathy for the plight of asylum seekers evaporated under a growing suspicion that ‘false’ asylum seekers were coming here not because they faced any real danger in their home countries, </div><a name='more'></a><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;">but to take advantage of the benefits and opportunities of our growth economies.<span style="mso-spacerun: yes;"> </span>Right-wing opinion ramped up these fears, accusing immigrants of undermining the social fabric and traditions of their European host countries.<span style="mso-spacerun: yes;"> </span>As policy experiments in multiculturalism failed to counter the ghettoisation of immigrant communities and rising inter-cultural conflicts, anti-foreigner sentiment spread.<span style="mso-spacerun: yes;"> </span>With the current Eurozone crisis and the prospect of deepening recession, these fears are not going to go away.<span style="mso-spacerun: yes;"> </span>In fact, since the early 2000s, the Europeans’ fear of foreigners has taken a disturbing new turn.<span style="mso-spacerun: yes;"> </span>Immigrants are now often portrayed as potential criminals, as ‘terrorists in disguise’ (Guiraudon, 2004).<span style="mso-spacerun: yes;"> </span>This new fear of immigrants as a security threat entered public discourse in the wake of the Al Qaida attacks on US and European targets. <span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>A ‘discourse of exclusion’ has taken hold in relation to foreigners.<span style="mso-spacerun: yes;"> </span>Beyond discourse, the impacts of 9/11 show in European government policy and legislation.<span style="mso-spacerun: yes;"> </span>Immigration policy is no longer framed simply according to traditional issues linked with immigrants and their needs. <span style="mso-spacerun: yes;"> </span>New policy initiatives and proposed laws have prioritised security concerns over civil liberties.<span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>It’s no exaggeration to say that, in the ten years since 9/11,<span style="mso-spacerun: yes;"> </span>immigration policy has become a tool of internal security policy.<span style="mso-spacerun: yes;"> </span></div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><br />
</div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><i style="mso-bidi-font-style: normal;">National responses to 9/11 and the<span style="mso-spacerun: yes;"> </span>‘Europeanisation’ of immigration control</i></div><div class="MsoNormal" style="line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;">National leaders in Europe made a swift response to each wave of Al Qaida terrorist attacks.<span style="mso-spacerun: yes;"> </span>New or strengthened anti-terrorist laws brought in at this time have been described as, ‘panicked, ineffective, exaggerated, authoritarian and in breach of civil rights conventions’ (Haubrich, 2003:7).<span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>Some of these anti-terrorism laws made explicit links with immigrants: all have profound implications for immigrants.<span style="mso-spacerun: yes;"> </span>After the attacks on Madrid and London, powers to detain and deport illegal immigrants were expanded.<span style="mso-spacerun: yes;"> </span>In Germany and the UK, high-profile radical Islamists were arrested and deported.<span style="mso-spacerun: yes;"> </span>National and EU laws imposing strict new controls on foreign incomers were justified explicitly by the need to protect the security of European citizens. <span style="mso-spacerun: yes;"> </span>Within its policy area of Freedom, Security and Justice, the EU has driven a post-9/11 internal security agenda linking issues of immigration control, international terrorism and international crime.<span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>Since 2002, Europol has officially prioritised illegal immigration networks and human trafficking.<span style="mso-spacerun: yes;"> </span>Across the European Union, new databases have been set up that enable member states to track, hold and share information on asylum-seekers and other foreign incomers.<span style="mso-spacerun: yes;"> </span>The EU’s external land border is now patrolled by armed guards with dogs, heat-detecting technology<span style="mso-spacerun: yes;"> </span>and unmanned aerial vehicles to defend against illegal entry.<span style="mso-spacerun: yes;"> </span>Patrols are being built up along the most vulnerable points of its maritime border.<span style="mso-spacerun: yes;"> </span>But how appropriate are these measures to meet a notional security threat from immigrants?<span style="mso-spacerun: yes;"> </span>What we know about the perpetrators of 9/11-inspired strikes suggests that these are most likely to be ‘home-grown’: to be disenchanted and radicalised second- or third-generation immigrants who have grown up in European host states.<span style="mso-spacerun: yes;"> </span>Such people are not going to be intercepted through stricter controls on entry to EU territory or additional surveillance at the EU’s external border.<span style="mso-spacerun: yes;"> </span>S<span style="layout-grid-mode: line;">ome of the measures introduced are certainly appropriate for the prevention of terrorism or other forms of crime relating to immigrants.<span style="mso-spacerun: yes;"> </span>Overall, though, they have had a much greater impact on the lives of innocent foreign incomers and foreign residents than they have on foreigners intent on committing criminal acts</span>.<span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>One possibility is that European state authorities had wanted to impose greater powers of surveillance and control over the movements of asylum-seekers and immigrants for some time.<span style="mso-spacerun: yes;"> </span>The terrorist attacks gave them the excuse they’d been waiting for to push forward restrictive measures without these being vetoed by liberal opponents in parliament.<span style="mso-spacerun: yes;"> </span>This ties in well with the ‘post-liberal’ characteristics associated with the ‘surveillance state’.<span style="mso-spacerun: yes;"> </span>Developed countries in Europe and elsewhere are using new technologies to collect and store data on peoples’ movements and activities.<span style="mso-spacerun: yes;"> </span>With this they are intruding more and more in what used to be understood as the private domain of the individual.<span style="mso-spacerun: yes;"> </span></div><div class="MsoNormal" style="background: white; line-height: 150%; margin: 0cm 0cm 0pt; text-align: justify;"><br />

<div class="MsoNormal" style="margin: 0cm 0cm 0pt;">The French scholar, Raymond Aron, observed that ‘an act of violence is labelled “terrorist” when its psychological effects are out of proportion to its purely physical results’. This understanding of the internal meaning of terrorism reveals both the strategic significance of the terrorist acts of 9/11 and their ultimate strategic irrelevance.</div><br />

<div class="MsoNormal" style="margin: 0cm 0cm 0pt;">The strategic significance derives from the psychological impact of the terrorist acts of 9/11 and how they shifted strategic priorities and national security strategies. For the US population, so long seemingly invulnerable to external attack due to history and geography, the shock was deep and acute. The attacks struck a raw existential nerve over the dislike and hatred of the United States found in many parts of the world. A retributive response to silence these critics, of which al-Qaeda appeared as just the tip of an iceberg, appeared imperative.</div><br />
<br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;">At this strategic moment, the Bush administration shifted direction. Up until 9/11, the administration had adopted a relatively cautious realist-driven foreign policy, focusing on the great powers, such as Russia and China, and seeking to avoid the interventions and state-building exercises in failed states which had characterised the Clinton years. In the aftermath of 9/11, the traditional realists were out-manoeuvred by the so-called neo-conservatives, who superimposed a realist concern with military power onto a neo-Wilsonian liberal internationalism, promoting a global agenda of the external imposition of neo-liberal capitalism and representative democracy. </div><br />
<br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;">This neo-conservatism was also rooted in a dissident minority position during the Cold War. This group had been deeply sceptical of any negotiations or compromises with the Soviet Union. In the post-9/11 world, it was similarly believed that diplomacy and negotiations were to yield place to military force and coercion. There could be no more compromises or negotiations over the Middle East and military power could bring about the desired radical transformation of the region. It was this logic, driven internally by a traumatised US population and a radical neo-conservative administration, which led to the interventions into Afghanistan and Iraq. </div><br />
<br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;">Globally, the ‘war on terrorism’ supported what might be called a new ‘Secular Alliance’, a counterpart to the ‘Holy Alliance’ of the nineteenth century. This Secular Alliance included a wide range of authoritarian secular nationalist states, such as China, Russia, the majority of the Arab states, who relished the opportunity to repress their own citizens and their own minority groups, such as the Chechens and Tibetans, in the name of the global ‘war against terrorism’. They could also do this with US and Western support; and, at the same time, benefit from the growing popular resentment at the failures of the US, UK and NATO in Iraq and Afghanistan.</div><br />
<br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;">9/11 did, therefore, have a strategic significance in these shifts in strategy and policy. This was due to 9/11’s psychological impact. But the ultimate <i style="mso-bidi-font-style: normal;">strategic irrelevance</i> of 9/11 comes from the strictly limited physical reality which underlay its psychological impact. For a terrorist act by a non-state actor, the 3,000 killed was disproportionate to any other previous terrorist attack. But these casualties are nevertheless a relatively small number compared to the causalities in even a smallest of civil wars; there is also a sense that this time, and somewhat exceptionally, the terrorists ‘struck lucky’ in the size and magnitude of the results of the attack. Madrid in 2003 and London in 2005 could only partially emulate this.</div><br />
<br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;">Without diminishing the toll caused by these attacks, the physical reality is that they did not, in themselves, represent a serious strategic threat to the security of the US or other Western states. As Fawaz Gerges and Olivier Roy show, al-Qaeda was never the Islamo-Fascist threat akin to Nazism as advocated by the neo-cons. It influence and power was always limited. al–Qaeda emerged as a result of the failure of radical Islamism to disrupt the existing regimes in the Middle East. The globalization of their strategy was more an outcome of their popular failure than their success. With the US invasion of Iraq and the solemn proclamation of the ‘war against terrorism’, Osama bin Laden certainly became a cult figure among the young and alienated – a Muslim ‘Che Guevara’ with wrist watches and t-shirts adorned with his image. Many Islamo-nationalist insurgencies around the world also willingly assumed the al-Qaeda franchise since that gave them an enhanced menace and global image. But, as the Arab Spring decisively demonstrated, al-Qaeda and this particular variant of Islamist neo-fundamentalism lacks a resonance and a grounded popularity on the Arab and Muslim street.</div><br />
<br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;">The strategic irrelevance of 9/11 is also due to the fact that the really significant shifts since 2001 have been occurring in the economic and not the military-political spheres. During the 2000s, there was an extraordinary shift of manufacturing industries away from the West to China and to other emerging countries. Due to this boom in manufacturing and the corresponding rise in the prosperity of countries like China and India, primary commodities and key resources, such as oil and copper, gained rapidly in value. This in turn significantly improved the economic situation in resource-rich countries, including those in Sub-Saharan Africa and Latin America. For the resource-importing West, now having divested itself of much of its manufacturing capacity, salvation appeared to come from the ‘new virtual economy’ and from the deregulated financial services industry. The instability of these sectors of the economy, as seen the dotcom crash of 2000 and the 2009-10 financial crisis, has finally laid bare the new geo-economic and geo-strategic reality.</div><br />

<div class="MsoNormal" style="margin: 0cm 0cm 0pt;">In this larger context, 9/11 is an historical foot-note to a much larger story of the growing convergence, led currently by China, of different parts of the post-colonial world with the West. This is a moment of enormous significance and represents a final closure of the ‘Great Divergence’ which had led the West to gain its temporary superiority from the 18<sup>th</sup> century onwards. 9/11 helped to accelerate this process by leading the US to suffer, using Paul Kennedy’s phrase, from ‘imperial overstretch’. But the writing is now clearly on the wall. International Relations will now be profoundly different.
